What "+"? Not sure what you're referring to. Maybe I'm just really slow. A screenshot would really help. :)

If you see no + besides any names then you have no one on your buddy list.

the buddy list is much less accessible in this version of vBulletin, so many users probably don't even know that it exists. :p
