I suggest Audacity. But like beachside said, it depends on what you need it for.

Hello, I recommend Wavelab, it's absolutely the best. But if you need something freeware, then go for Audacity as drumbum suggested.

I love Cool Edit Pro, which was recently bought by Adobe and renamed to Adobe Audition.

I agree with Nato, Cool Edit Pro is a lovely bit of software, everything from recording, cut and paste style editing to advanced filters and 64 digital tracks to play with.

I can vouch it works well, I used to use it make ads and idents radio stations but it depends on what you need it for.

I use Goldwave (http://www.goldwave.com/) for audio editing. It's free and has a nice, simple interface.
