alt="" on a link?

I was wondering if it was possible to display a little window over a link like the alt tag for a picture. I'm working with some bowling stats and I'd like viewers to be able to roll over the header of a specific stat and be able to understand what it means without having a legend table.

Really a tooltip shouldn't be created for the alt attribute.
