I need some direction how to make the most effective meta tags I see that most page that are on top of a search the use

1)"<meta http-equiv="Content-Type" content="text/html; charset=gb2312">"
and they are very successful in many search engine
I'm still on prehistory era of PC.

2)"<meta name="Keywords"
<meta name="Description"

Question: one (which are more effective the case 1 of case 2?

If case 1)

Question (Where you can write that script and where you store "Content-Type" content="text/html;

question ( set the html page as meta keywords & description text is the only change on this script the number of charter ?
meta http-equiv="Content-Type" content="text/html; charset=gb2312

I'm not into search optimizations but I see no reason a content-type equiv tag would have any effect. That may just be indicative of the care paid in creating the pages in the first place.
