as far as i know, test_webdev was created several months ago as, well, a test. i don't think there is a person behind it, but just a useful reference. i've used a test account before as well.

test_webdev was created last November or December to be exact. I remember it being added as a super moderator, but never bothered to question it, because it looked just like a test account for administrators.

You misunderstood I think. The username was created in November or Decemeber 2004 by the Forum Administration to do some testing (I presume that is the reason). Considering the administration made the user, an they make the rules, I don't think they broke their own rules ...
