Actually, it could be any of a hundred things. Your BIOS performs many tests as you turn on the system, if some of those tests fail it will halt the system.
Just recently I had this same problem with a desktop, and I too thought it was either the CPU, RAM, or the Video so I replaced them all; still nothing. I then bought a PCI POST card (monitors the tests your BIOS performs; failures are displayed) only to find out that the system was halting when the bios was trying to release communication ports for testing; it was the modem that was causing it; yanked the modem, the system worked fine.
To make a long story short, it can be anything; I recommend picking up a post card for notebooks and running a diagnostic, or allowing a local computer shop (that you trust isn't going to rip you off) to look at it. There is just no way to diagnose this type of problem on a forum.

Depends on the laptop; some notebooks BIOS are modular, others are soddered on. I've seen some on the underside of the board, required practically a full dismantle to get to it; some I've seen are nicely placed under the keyboard.
I got a POST card for around $20 ; those for notebooks tend to be a more.

I think I may have to replace the motherboard looks dead and maybe the screen is stuffed. What about Jumpers do they do the same as on Desktops ???

Usually.
Although, I wouldn't change a jumper setting unless it's function is clearly marked on the mainboard, or you have the manual for that mainboard. Messing around with jumpers when one doesn't know it's function can damage a system. An example would be a change in the core voltage jumper that fries the cpu.
I wouldn't scrap the mainboard yet, it may simply need new memory or a cpu (that is, if it's modular). Dishing out 20 - 40 bucks for a POST card (especially if you do hardware work often) will save you a lot of headache in the future. Although, I wouldn't buy one if you are only going to use it once; that would be a waste of a very powerful tool.

I think i will sell the componets on trademe.co.nz The CPU ,Ram, Fan HDD,are fine and Compurer world said that the monitor is working fine i just think the Motherboard r fried
And i am looking 4 a post card as they are infintly useful.
