I might not be looking hard enough, but I have not been able to find anything that offers suggestions or guidlines for what resolution to design sites in.

I understand basic displays use a (4:3 aspect ratio). IE, 640x480, 800x600, 1024x768, etc.

However, due to the difference in many browsers, I am guessing that a website should be designed to reflect a smaller final size (IE, somewhat less than 800x600, etc.).

So, if I wanted to take advantage of the maximum size that a website can be browsed in, based on the users display settings, where should I look for guidlines as to what size I should really design in?

I suppose this only applies if I want a fixed proportion site, vs. something more fluid, which I know I will get yelled at for wanting. :D

You're supposed to design for all resolutions, browsers and platforms. And your pages need to work well for those who don't use screens at all.
