What are the latest tools that webmasters / Web developers are using these days? Most that I have spoken to use the
Dreamweaver
Adobe PhotoShop
ColdFusion
php
ASP
.net

Can anyone recommend other newer tools and software

Why are you so concerned about it being new? Surely good quality is more important. Your list seems a bit vauge as it considers a WYSIWYG page editor, a graphics editor, two scripting languages and a web application framework.

I personally use HTML-Kit (Page editor), the GIMP (Graphics) and WAMP (Testing server).

Define what you think is different with those two classes. I consider webmasters to be primarily *nix admin types. Their primary tools are vi, telnet and ftp.
