Is it possible to create a message board without haveing to use a website to host your message board?

You could put it on your PC at home and post messages to yourself :)

It depends who you want to use the messageboard and whether it is permanent or temporary. You could write your own client like mIRC which is after all effectively a transient real-time message-board, but that is not trivial and would require every user to install it. If you want it to be available to the general public and/or you want a permanent store of the messages for new users to see, then realistically there has to be some central store for the information. While that does not need to bea web host, it is difficult to see what other options there are that would give you any advantages - what exactly are you trying to achieve?

I am trying to achive the goal of having a public message board kind of like this one.

Then you will certainly need some web space. You will also need some server side language. (This forums uses PHP -- as do many others...)

soooooo is PHP written some where on the web so I can learn it or should I go and get a book?

I'd recommend a book, as they are generally easier to learn out of. http://www.php.net is a good place to learn from, though. Also, why not just use a free board? Here is a good one: http://www.invisionboard.com
