how to display arabic lang. in menu

I have developed a menu bar using Fireworks it is in arabic. When i preview it in Fireworks it displays all menu correctly. I mean in arabic.

But when i call it to dreamweaver. and then i preview it doesnt display. properly.

I think u have to the settings of DreamWeaver and choose the correct encoding. However, if you should have the Arabic verison of dreamWeaver(I dont know if it exists) because as far as I remeber i couldnt make dreamweaver display arabic properly and even when it did the cursor movement was very wierd and made things hard to control.
