If I try a meta tag analyer on my site I get no more than 17% which they say is poor. I've tried using keywords that I drop into my text on other pages (index doesn't have any text on it) and it still satys at 17% or it drops lower. These keywords get big hit on places like Google so I do not know what a matter with it.

Forget about keywords is the best answer.
Dubious software vendors have found a new niche: meta tags analysers.
Most visitors come to my site NOT using the keywords i provide in my meta tags. Spiders use the meta tag 'keywords' at most as a hint. If you use attractive tags, you will have to compete with other sites also using these tags. That's why visitors come to my site using obscure words.
It is not a problem if you index doens't contain any keywords, but it's really important that spiders can navigate to your site using normal <a href= ... >links. Spiders index your site one page at a time. Be used that visitors will drop into your site not using the index page (since it doesn't contain any content, it will not be indexed).
