running perl on a home pc

i want to add perl into my websites and want to test it on my home computer what do i need to do this is it at all possible as i have read that i can download a program called activeperl

install Apache server onto your pc along with Php and Perl. Now you can develop your site before uploading to a host site. Of course with Apache active, your already hosting your own site.
