Deep Linking - Why are some SEO firms dropping it?

I've read deep linking (anchor text linking in paragraphs on relevant pages) is a good way to add to your backlinking campaign.

But then I read today in a different notable newsletter that some SEO Marketing firms are dropping this service of purchasing deep links for their clients and questioning if this is really a "white hat" technique.

Any thoughts and/or experiences you'd like to share?

Google is very touchy about such thins, maybe this is a concern.
