Illustrator/Photoshop Links for Splash Page

I wonder if someone can help me. How do I create a splash page where you scroll across and characters on that page serve as links to other pages. The scenario is, all the charcters are interacting on the page, you drag your cursor across and each character will (hopefully) link you to the next page. Can this be achieved by importing seperate Illustrator files into Flash MX? How can it be done with Photoshop files?

Also does anyone know how to create folding pages for comics?
