What's reasonable?

When designing a brochure that will be downloadable from the website, what is a reasonable rate? The company's site doesn't have a high traffic ranking on Alexa.com so there's no way to estimate how many people will actually access it over time. In addition, it needs to have copyright protection and will also be distributed in its printed form. This is not new collateral, but a redesign of existing material.
