Website outline

I have got a fairly cheap question and please forgive me for it but here goes it.

I have done a fairly amount website work but at the rudimentary level.

What I am trying to find out is how do to a website outline.

I have always thought that website outline is same as creating a sitemap.

What is the difference between the 2?

I think you mean website proposal or plan, which defines a rough guide as to how you envisage the site – sitemap is just the logical structure of the files.
