Anyone using SharePoint Services?

I work as the web developer / intern for The Texas A&M School of Rural Public Health. I have been re-doing their web site and trying to make it more professional / organized. I've been pulling my hair out trying to re-do someone elses site.

ANYWAY - My question is regarding SharePoint Services. This site has multiple SharePoint sites setup within it, but I'm having hell getting anyone to use them. Has anyone here successfully used SharePoint and successfully been able to get your users to use it on a regular basis?
