How can I make a Cross (silver-light) with a golden ring going around it sideways with different links within it?

and

How do I make a drop-down menu like the menu bar? I need one like the one at this page... -> www.washoe.k12.nv.us

I need these so I can complete my web page.

1) I don't fully understand your question, but I think your best option would be to use image links, perhaps an image map.
2) You can achieve this effect by using DHTML. There are tons of free scripts for it somewhere on the internet, so try searching Google for "DHTML Menu" or something along those lines.
