How could i code the following above with following rules:

cannot be using more then 1 table. May only use 3 rows and 3 columns.

ps the blue to white gradient images are all the same image (a 1 px wide gradient image).

there is a free bit of software that you could use to code that image. it will create the CSS and the html for you on one page

Its Download Layout Master 1.1 for Windows (95/98/ME/NT4+/2000/XP) 30 day demo

They give you the key for the software on the website, its an older version of their software and is free. This software uses "absolute positioning", so you will have to experiment with it on your page.

Look down at the bottom of the page. While this may not solve your problem where the position of the image goes, it will give you the CSS and html for the image. :)

OK, i know I could have the green borsers with style="border: 3px solid #whatever the colour is;" and also cellspacing 1 but how can i make it that the cell spacing isn't displayed in some columns?

I see no reason to use tables to do that at all. It looks like a page layout to me, which should be done with CSS and structural HTML elements.
