Is there a universal setting so your website will look the same no matter wh is veiwing and what you computer settings are and if there is how do you go about setting that up.

It is called you need to code your HTML to standards.

Generally if your site validates it will work in all good browsers; FF, Opera, Safari
However, IE doesn't always follow the rules, therefore you may have to come and fix up for that.
