The layout and design is really good, there's just a couple of things that might help. You need to do something about your article navigation, with that many pages, my first impression was that it's going to be impossible for me to find anything. Use a paging system instead so your navigation works somthing like:
<<|1|2|...|36|37|>>
As it stands, there's just a bunch of numbers that really mean nothing to me. Also, it might help you out to have your articles accessible by a category as well.
Put your google ads on the bottom of the page as well. On a low resolution monitor, a lot of your information is going to be hidden unless you scroll.(Set your monitor to 800x600 and see what I mean) Someone told me once that a user takes about 1/20th of a second to determine if the site they visit is going to be useful or not. Your well along your way to a good site though.

The website looks good. Maybe a little too much blue. And also, try using less yellow. The contrast is a bit hard.
You could use yellow in the main content, but use something else in the links for the navigation (article pages), and also in the "latest news".
Other than that, it's a very professional looking website. Good job.

The look is good. A complete doctype might help you get IE matched up although I didn't see anything drastic.
One nit on the HTML. I see a lot of this
<p>
<a href="459.php"><h2>Graphic Design Using Color</h2></a><br>
...
Which would more correctly be done like so
<h2><a href="459.php">Graphic Design Using Color</a></h2>
<p>...
And closing that p isn't a bad idea although it's not required.
