Need a PHP script urgently

I need a PHP script (using mySQL or flatfile database) that does the following :

User Features :
1. Login (No registration) using given username and password
2. Access documents like PDF, Word, Excel files in a protected folder
3. Change Password
4. Forgot password (optional)

Admin Features:
1. Add / edit / delete user (Name, username, password, email)
2. Add/ delete file/s

I have searched on SourceForge.net, Hotscript.com, PHP-scripts.com. Either the free script do not have the capabilities or a buggy OR comercial scripts are too expensive (upwards of $40) and do not merit that much amount for so few functions.

Can somebody help in finding such a script or if anyone can write one / modify some existing ones for me ? My budget is $25

At $25 dollars you couldn't even out source the job to India.

I can't think of any circumstance that you'd need something "urgently" and only be willing to front $25, unless it's for school, in which case you should just do it yourself ('cause that's what school's for).

yeah, no one said you couldnt. but just dont come in here and say you need something urgently. and i found a few good php scripts that suited that on hot scripts, u just didnt look good enough.
