Two questions

Is PHP really the best scripting langage for making Member database's and fourms ? and my second question is will this fourm get a new look soon , i am fine with this one but i was wonder and my last one is can we have a option to change the way this fourms look any time we want ?

I don't know that you could say PHP is the "best", but it is a good choice (this forum [vBulletin]) is a PHP forum.

As for your second and thrid questions, what do you mean?

I mean are you guys and gals planning to change the look anytime soon and if you are not thats ok with me too and can you have a option in people profiles where you can change the fourms look with premade looks or themes or ones made by people ?

Well, I can't be sure, (I'm just a moderator, not administrator) but I don't believe the look will be changing. Also, Jupiter Media hasn't gotten into the hack for the forums as they run 16 different forums, and upgrading them would get to be a hastle if there were various hack installed over their various forums. I think we can say that for now, they will stay the same as they are...
