minimizing my website

I'm in the process of making a website and this may have a really stupid and easy answer but when I minimize the page it refigures it and the layout changes, all I want it to do is put scroll bars at the side so i can view it all if I want to.

Any help is appriciated :)

This could be happening if you are using percentages anywhere since it becomes a percentage of the size of the screen. Are you?
