I know the need of alt tags with images. However, I would prefer if the yellow border, surrounding the black text was a different color. The background color of my owner's website is yellow. I do not think it is wise to use yellow bakground with a yellow rectangular alt tag. I have petitioned my boss to change the background color, but my supervisor will not authorize it.

Is there a way to change the color tooltip thingie (alt text) from yellow to a different color?

If so, how?

No, not from within the browser. That's controlled by the operating system.
