Drop Down Menu Link

I don't know if this is a silly question or not, but here goes. On my new site contains a section with a bunch of categories. what i've been trying to figure out is a drop down menu that when selected or when clicked go it gets directed to the page, just like a link. For a visual look at the bottom of the main forum pages (HTML, CSS, PHP, etc.). I want it to act like that. :confused:
