I really new at web development, need to know?

Very new at this, want to know if it's against internet laws to insert 'html' picture (Of famous person), in 'Source' page of a website, to post a picture into the site? I think it is wrong, just asking, ...don't want to do if against the law? (The source page, in view at the top of page) I don't think I can, can I? I can't just stick some picture in a forum site can I? They don't normally allow for it! Do they have something against an action like this? Very dumb about this stuff! Thank you! (Mean no harm)

Most photos on the web have implied copyright. You'd need to get permission from the source.

It is not too bad if you don't hotlink. Though I get that a lot many people hotlink images from my site onto forums and it really p*sses me off.

If they had used the image on their own server I probably would have been fine.
