Magazine site structure

Hi...

Ive been offered some work... to do a magazine site... for a Corporate...
It will initially be internal, then external, with changes occuring everyday..
This will be my biggest project yet...

What i need to do, Is figure out how to do it...
Should i start from scratch and develop it... I was thinking of using prewritten stuff for forums and classifieds...

But then someone said use a portal...
How would i use a portal? What benefits does it offer? Will it be better to use?

Sorry for not clarifying...

Its like a lifestlye site...
Has forums, classifieds, an auction area, news, upcomming events, car sales, party information, movie and music stuff.
With content being updated everyday
