Question on Animated GIFs, etc.

Have a stupid quesiton. My computer, for some reason, won't play/show animated gif's, 'scrolling' backgrounds, etc. Is there a program I need in order for it to do this? I tried to download java, macromedia, etc. and still nothing. I also tried it in IE and Mozilla. Any info would help. Thanks!

Animated gifs should play in a web browser provided that neither the browser nor the firewall have disabled animations.

I checked the browser and shut down the firewall, still nothing.....should I uninstall/reinstall something?...or reformat??
