Nope. You've got to contact the owner.
There are certain collections of images which may be explicitly released under a license which gives this permission up-front. You might check Wikimedia Commons.
EDIT: Here's the specific page that speaks to the "free use" of content obtained from the commons: http://commons.wikimedia.org/wiki/Co...side_Wikimedia. Users who upload content theoretically agree to allow anyone and everyone free use of whatever they upload to the site.
