Cloaking is unethical Black hat SEO technique which break SEO rules and harmful for your site. In my opinion Cloaking means to present different version of web page contents from of search engines to search engine robots and human visitors based. By this way you cheat search engine and get high rank but is is harmful for your site.

Google is now a master of detecting all forms of cloaking so not advisable to try it now.
