Is Link Wheel Submission still effective? Isn't it considered as Black Hat SEO?

Yes, link wheel is still effective but only link wheel wouldn't work, you have to use multiple methods of link building for natural links.

I have read so many posts where seo experts has shared their experience of SEO.On page and Off page are the main factors of SEO.But none has discussed that we should apply white hat techniques that would give you natural and high ranking.It takes time but would be beneficial for your online business.
