But if are talking about the best technique then i would like to say that: Blog commenting on high pr and relevant blogs, social bookmarking, Guest posting, Yahoo answer, Forum Posting, Comment luv, Article submission on high PR , Web2.0 are the best off page processes.

These are all techniques are working but i think forum posting and blog commenting on high pr forums and blogs are the most powerful techniques.

I agree, all off-page activities are considered but you have to do it with quality, there is no doubt to it really.
