How to recive a specyfic effect on mouseover(hover)?

Is there anyone can give me any advices?

If you are referring to the hover effect on the video then you should know that's a Flash movie not JavaScript.

I don't think so -

Just right-click on the video and you'll discover that's it's a Flash video.
So it does not really matter which open-source package was used to develop it.
Again, please read the "if" in my comments above.

By the way Mysql has nothing to do with hover effects.
