Declare Cyber War On China?

I understand and sympathize. But, I disagree with your tact. Sometimes, best offence is a good defence. We need to strengthen our defences to better guard against cyberwar and cyberterrorism - not just originating from China. To retaliate will only worsen matters, and potentially escalate cyberwar into actual war. It has become a funny and strange world, this blue marble.
