I like the colour scheme and the layout. My only concern (pobably just my eyes) is that I found the white text a bit of a strain to read on the light blue menu

Personally I would set this up straight onto the web server rather than your own pc. A number of CMS such as joomla have the option of "turning off" the site while you configure everything you need...

I use UK2.net for my hosting and they support multiple domains (for a small fee).

You will have your hosting account with your main website, and then you can create sub websites from this.
