Maybe there is something missing like code etc things check it with programmers he will help you.

Dreamweaver or notepad++ is good for web programming or coding. If you paste here URL I will let you know which language used by web.
I wouldn't recommend you to use free hosting because its not worth using lots of ads will appear.
It is better to use some good paid hosting.
Sublime is good for html text editor I use it for quite a while now.
Enable different languages for different people on-site to make more global friendly website.
Code academy is good for learning html and css.

Research about the salary and career growth, study web designing from good institute, apply for internship at initial state and gain experience time to time.
