Well, since the only computer that I will be buying will be a laptop (I will build the desktops) I would have to go with alienware.
How far away are you from the router and how many walls does it have to go through to get to your computer?
To my knowledge, the only way a network user could get your files is if you have the sharing setup to allow people to change your files.

I doubt it. If you have to swf you might be able to find a decent swf decompiler. Other than that, I don't see that you have much of a choice. I would recommend searching Google for your answer.
Well, HTML will not do what you are looking for. You will need to use a server side language such as php or asp, and you will most likely need a database as well.
Most likely you will have to live with what you have. Different browsers are going to display things differently no matter what you try.

I don't think you can, I may be wrong, but usually Windows assigns letters by when they are connected. You can specify a certain name, but I don't think you can assign letters.
You may not be able to clean a file that is currently in use, and I believe most if not all programs require explorer.exe in order to run.
