definently utilize the url re-write. Why not have your keywords in your title? it can only help you. I would also suggest hyphens over underscores, but thats just my personal preference.

I wouldn't use frames, my personal oppinion is that they are annoying. Getting a frames page properly indexed is a pain in the butt i rather not deal with either.

like ^^^ mentioned, i too wouldn't put too much effort into MSN. As you continue to gain more links, the msn spiders will crawl your site more frequently.

as gbonnet mentioned, submitting to the search engines are not necessary. In all reality if your trying to get your page indexed, it will come a lot quicker if you can get a link on someones page...

just remember to keep your contextual linking up in your blogs :)
