I had that notice before, I think I fixed it by setting doc_root in php.ini.

Alternatively, you could try $HTTP_SERVER_VARS['DOCUMENT_ROOT'] instead of $_SERVER['DOCUMENT_ROOT']

Try changing this:
$handle = fopen('atortega.html',xt');

To this:
$handle = fopen($_SERVER['DOCUMENT_ROOT'] . '/atortega.html','xt');
