How is this done? - Punky Layout

Hi guys, i'm new to photoshop and i would like to deisgn a layout for a site i'm doing. I love the punky look and i'm wondering how the technique below was done. I have seen it on loads of sites so it's fairly common. Any help or links to tutorials is greatly appriciated. Like i said i'm a novice

The things in the example i provide that i'm interested in:
the splash effect
the border
and the background (black) style

IF that example was done using photoshop it was done using the "Rake" graphics option. The other splats were probably done using a basic fill tool. And the white space should be obvious.
