    Question Rotoscoping: Tips on creating this effect?

    Using Photoshop does anyone have any tips for creating a "rotoscoping" effect with static images (as opposed to movies)?

    How about just making a person in a picture look cartoon-like. Black outlines, that sort of thing?

    Tips and tricks... anyone?
