Form Input Restriction

Is there a way to restrict the characters that can be entered into a text field in a form using css. For example, only using numbers and slashes

Nope. That's best left to Javascript.

HTML = data
CSS = look
JavaScript = additional functionality

You want additional functionality. Now mind you, users can disable javascript, so you want something server side to strip out the invalid characters anyhow.
