I have designed a site with a left frame and the frame repeats as new web pages are loaded. Someone a few years ago told me how to stop this problem, but its been a while since I used frames. I'm using dreamweaver 04. Can someone please help. Thanks to anone who may reply.

You have to target all your links. Frames have pretty much fallen out of favor because they're expensive to maintain and they break the users' expectations of how web pages should work.
