How is this effect produced?

Is there some bit of software or a technique that will produce an effect like this? I've seen it multiple places but I haven't been able to recreate it (at least not easily). It's sort of a fade effect using completely opaque circles, decreasing in size.

Hmm..I am no expert but it appears as if the text is created in Photoshop then filters such as Pixelate and Plastic Wrap are used...

I saw a tutorial for it once. Go to http://www.good-tutorials.com/ It's page 3, 4, or 5 in "text effects".

It's a part of the "AlienSkin" plugin for Photoshop or fireworks, called "edges" it also allows for other types of edge paterning, but that's the easiest way to do it. Much luck.
