    Yes, PHP is supported by Microsoft's server platform (IIS). For further information, see;

    An alternative solution is running a UNIX-native server platform such as Apache on your Microsoft Windows based platform.
    Using Apache with Microsoft Windows Documentation
    Download

    You may also consider employing a DBMS such as MySQL.
    Installing MySQL on Windows Documentation

    phpMyAdmin requires an at minimum; a PHP installation of 4.1.0 or newer, with session support. As well as an installation of the previous mentioned SQL DBMS MySQL 3.23.32 or newer.
    Installation Documentation

    However I think the most suitable solution in your case would be the installation of an WAMP package. More notably;
    WAMPSERVER or
    XAMPP

    phpMyAdmin is a MySQL administration tool written in PHP, it therefore requires both a modern installation of PHP and MySQL on the relevant webserver. However, my previously suggest solution (a WAMP package) would be most suitable for you as it installs and configures Apache, MySQL and PHP as well as other miscellaneous administration tools and features, i.e. phpMyAdmin.
