Force Top Frame on swf, html files

How i can force all the files that are SWF or html or php to have on top a frame with my advertise ?

I am offereing free webhosting and i want to have this feature on.

Do you mean a pop-up window, or an actual frame within a frameset?

i mean a top frame like the one the www.100webspace.com use or like the one that geocities use at left of free hosted sites.

You could put a PHP include in all the files....

there is a way be including it in .htaccess file but i cannot remember the way
