the only one i know of is Lycos UK (dont know the link), im pretty sure they support PHP...there are other ones out there, but they are very hard to find...

if you really dont want to pay for a host, the other option you have is to ask a favour from a friend who has hosting - get them to make you a subdomain, and then do their laundry for the next four years to make up for it
