always show scrollbar arrows in textbox

hi

i'm styling my web form

and i'd like the arrows to show on the scrollbar in the textarea box

or

the bar to only appear when needed, like in IE & FF (but empty bar shows in Opera.. and probably Safari)

is this possible?

For just vertical scrollbar:

style="overflow-y: scroll"

For both scrollbars:

style="overflow: scroll"
