    Spanish characters

    I am planning to make a website in English and also in Spanish. Problem is that in Spanish version, I keep getting nothing but ? when any page of mine has an , , , or .

    This is what I have right now (for every page in Spanish):

    <!DOCTYPE html PUBliC "-//W3C//DTD XHTML 1.0 Transitional//EN"
    "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
    <html xmlns="http://www.w3.org/1999/xhtml" lang="es" xml:lang="es">
    <head>
    <title>Entrar a Pilando</title>
    <meta http-equiv="Content-Type" content="text/html; charset=UTF-8" />

    Still nothing. What am I doing wrong? If anything. Could it be the host that is causing the problem?
